SETTLEMENT BANS

WHAT IS A SETTLEMENT BAN?

A settlement ban is a settlements legal means of denying a party/Alliance from interacting with the settlement. The word legal is used, which does not necessarily mean the ban is deserved just that the Settlement Officials are in charge and thus they control the laws of the settlement.

WHY ARE BANS ISSUED?

Bans can be issued for a number of reasons, political pressure, social favours, hostile actions such as arson, theft but by far the most common reason for them is due to a party attacking someone in the settlement.

WHAT DOES A BAN MEAN TO A PARTY?

If a party that is banned attempts to enter a specific settlement it is banned from, by any method, they will be placed one sector outside of the settlement immediately; leaving the party open to attack.
If a party is in the settlement when it is banned, then they will be kicked out during their next turn. If a party has been banned from a settlement but the party is still in the settlement after the ban it means the player has not issued any orders for the party yet
.

HOW LONG DOES A BAN LAST?

The duration for a ban can greatly vary, some last many months, whilst others are for all intents and purposes permanent. If the party or Alliance is not told how long the ban will last then they should consider the ban permanent.

HOW DO I GO ABOUT BANNING A PARTY OR ALLIANCE?

As with all actions the player is required to contact the GM. The following is a breakdown of the two types of ban actions:

FA BANS

  • If a party has been attacked by another party in the settlement where the ban is wanted, then as a Free Action (FA) they could request that the attacking party is banned.
    • If no deaths are caused then it is possible that a request to ban for fighting will fail.
    • Alliances requesting a ban on a party in their home settlement may not lose any status if they did not start the fight.

SA BANS

Since Independent parties never have SA they cannot request a ban except for the reason specified in the FA Bans section.

  • An Alliance can request to ban any party or another Alliance, giving a short summary of the reason for the ban, how long they would like the ban to last and the offending party/Alliance name and number.

MULTIPLE SETTLEMENT BANS

Being banned from one settlement could cause a party or Alliance to be banned from all aligned settlements, particularly if the settlement banning the party/Alliance is the head of the Settlement-State.

CAN I SNEAK PAST A BAN?

Once a ban has been placed on a party or Alliance they can no longer enter the settlement by normal turn orders, however it is possible to use a Special Action (SA) to try and enter the settlement.

  • The attempt can only be tried if the party is one sector outside of the designated settlement.
  • Any attempt to enter is automatically considered to be in disguise, as are any follow-up actions. The player can specify that they do not want the party to disguise themselves, but this will increase the likelihood of bad things happening to them.

If the party successfully makes it into the settlement, they can then try another SA.

If the party is unsuccessful with their attempt to enter a settlement, the consequences can vary from simply being chased away to characters being captured or killed, thus the player needs to consider the possible results before taking the risk.

  • Another SA can be issued at the same time as the SA to sneak in; this is the action that the party is trying to achieve. This is an exception to the rule about sending conditional SAs. No more than one SA should be sent in this manner.

    For Example: Hermetics (1475) Game 31, Mystics of Avaellia 111, Account Number: 12345, Bobby Joe Smith
    Using a SA the party (1475) attempt to sneak into Tavack (11). My party is currently one sector north of the city.

Another SA is also sent in at the same time as the sneak SA.

For example: Hermetics (1475) Game 31, Mystics of Avaellia 111, Account Number: 12345, Bobby Joe Smith
Using a SA If the party (1475) has made it into Tavack (11) then they will carry out a SA rob on Count Byron's mansion. 1,000 gold is available for bribery to be taken from the party's bank account.

FURTHER ACTIONS AFTER SNEAKING PAST A BAN

Once the party has sneaked in to a settlement more actions can be issued to try and interact with the settlement. The more actions that are attempted, and the longer the party remains in the settlement the greater the chance the party members are spotted, which could result in severe repercussions.

  • Until the party is caught or they choose to leave they do not need to use a SA to sneak about the settlement.
  • The player must include a mention of the fact that they are trying an action in a settlement their party is banned from.

For Example: Hermetics (1475) Game 31, Mystics of Avaellia 111, Account Number: 12345, Bobby Joe Smith
Using a SA in Tavack (11), a settlement we are banned from. The party will try and carry out another SA robbery on Count Byron's mansion. 3,000 gold is available for bribery to be taken from the party's bank account.

INTERACTING WITH A SETTLEMENT YOU ARE BANNED FROM OTHER THAN TRYING TO SNEAK IN

It is also possible to interact with a settlement without trying to enter it.

  • The attempt to do this can only be tried if the party is one sector outside of the designated settlement

ACTIONS ON THE OUTSKIRTS OF A SETTLEMENT

This could be useful if a party wants to interact with a settlement's defences such as issuing a SA to investigate the fortifications or a party could use a PS: Super Blast to try and blow the main gates up, and so on. For this type of action the details are the same as for the normal action, i.e. a SA is not required like it is when a party tries to sneak in to a settlement.

Using a SA I want the party to study the fortifications of Tavack (11). The party is currently 1 sector north of the city.

ACTIONS WITH THE SETTLEMENT GUARDS

A SA could be used to ask the settlement guards to let the party in. Settlement guards will nearly always say no unless the party members agree that only a few characters that have no equipment on them will go and then only to allow the party to speak with a Settlement Official. The party should give an indication of what they are willing to offer in return for a ban being lifted, this could help to speed up the lifting of a ban; volunteering for Special Quests is not allowed though. Deviations from this action means that the guards need to be bribed.

For Example: Hermetics (1475) Game 31, Mystics of Avaellia 111, Account Number: 12345, Bobby Joe Smith
Using a SA the party ask the settlement guards of Tavack (5) if they can be allowed to meet with a Settlement Official to discuss what is required to allow the party back into the settlement; the party are willing to pay up to 30,000 gold. The party is currently 1 sector south of the city.

The following is an example of a player deviating from the set procedure:

Using a SA the party will offer 10,000 gold to bribe the settlement guards to let the party in the settlement of Tavack (5). The party is currently 1 sector north of the city.

HOW TO REMOVE A BAN

Besides the example provided above in ACTIONS WITH THE SETTLEMENT GUARDS a ban can be removed via a few different methods.

  1. By far the easiest but possible slowest method to remove a ban is to simply wait for the ban to be removed by the Settlement Officials, which could take years.

    For Example: Party (1111) was banned 6 months ago for carrying out attacks on another party in the settlement. Upon receiving the latest turn, the player saw a message saying that the ban had been removed.

  2. Asking an Alliance to use SAs to try and remove the ban. However, the majority of Alliances are very careful over what they use their SAs for.

    For Example: Party (1112) decided to ask an Alliance to try and remove a ban for them. The party offers the Alliance 10,000 gold in return for this favour, see the bribery article. The Alliance accepts and after they receive the gold they go off to carry out the SA. The players need to trade the gold via normal game turns.

This is not a moderated action, the players sort the details out and then actions are issued as normal.

  1. Completing Independent Special Quests (SQ) for neighbouring settlements and/or settlements that are on good relationships with the designated settlement that the party is banned from.

Instead of accepting the specified reward a party can request a service of the Officials to try and remove a ban. This is an exception to the rule regarding a SA being required to ask for a different reward.
If the settlement the party works for is part of the same City-State as the designated settlement, it will likely improve the chances of success.

For Example: Party (1113) attacked another party a few months ago in the designated settlement. Upon seeing a request for parties to carry out SQ for a nearby settlement they apply and manage to successfully complete the quest. The quest reward was 25,000 gold but the party ask for help in getting a ban lifted.
